Scenario Overview
Smart Island City is a technologically advanced metropolis buzzing with major events, where the Red Team, a loose affiliation of cyber criminals and hackers, and the Blue Team, dedicated cybersecurity professionals and first responders, engage in a high-stakes 24-hour battle.

As the Red Team aims to execute a perfect digital heist, exploiting the city's interconnected infrastructure, the Blue Team strives to defend critical systems and maintain appearances of a calm public order.

The city’s current events, including a championship game, fireworks, and a parade, provide a vibrant backdrop for this epic confrontation​ where city services are already stretched to their breaking point.

Smart Island City
Smart Island City is known for its cutting-edge technology, sustainable living, vibrant community life and interconnected infrastructure, is divided into various districts, each hosting unique and strategically important locations such as City Hall, the Power Plant, Stadium and the Airport.
The Volcano District Expansion introduces key sites like the Casino and Gold Mine, the Remote District Expansion adds high-stakes locations like the Supermax Prison and Bio Research Facility, while the Sentinel District features a vital military base with a submarine port and nuclear power plant​.
The Red Team's primary objective is to sow chaos and fear throughout Smart Island City by hacking into critical systems, stealing data and money, and causing catastrophic disruptions. They aim to drive the city's population into a state of panic, exploiting every vulnerability to score the highest points and can achieve an instant victory by driving the city's panic level to its maximum.
Conversely, the Blue Team's mission is to maintain peace and order in the city by defending against cyber-attacks, restoring compromised systems, and apprehending hackers. They strive to keep the city's infrastructure intact and its residents calm, scoring points for systems defended, data and money preserved, and hackers apprehended. The Blue Team can achieve an instant victory by catching and arresting all the hackers, while the team with the highest score after 24 turns wins the game.

Intelligence has uncovered a coordinated cyber attack on Smart Island City by multiple hacking groups targeting critical infrastructures like City Hall, the Power Plant, and the Airport. Hackers aim to steal money and data, deploy ransomware, and create panic, with operatives already blending in as tourists and attempts to recruit insiders within the city's defense teams.
